CIVIL PROTECTION IN TIMES OF WAR

GENERAL INFORMATION AND COURSE SCOPE
GOALS OF THE COURSE
The Civil Protection in Times of War course was developed to share the experience of the State Emergency Service of Ukraine's units in martial law and establish communication with the European Union's fire and rescue (emergency) services and international partners.
COURSE OVERVIEW
The program focuses on the organization and performance of professional tasks by civil protection authorities and units in wartime and consists of the following content modules:
I. Organisation of civil protection measures under martial law.
II. Response to emergencies under martial law.
III. Psychological support under martial law.
DETAILS AND CONDITIONS
The training material is taught face-to-face with remote connection of representatives of remote territorial units of the SES of Ukraine through demonstrations, discussions, panel discussions and practical training.
The training course is organized and conducted at the Lviv State University of Life Safety and the training ground in Boryslav of the Main Directorate of the State Emergency Service of Ukraine in Lviv region.
The total duration of the course is 36 hours.
AUTHORS
The training course was prepared with the participation of the SES of Ukraine's bodies and units, taking into account practical experience of operation in a special period.

MODULE I
Organization of civil protection measures under martial law:
 
Preparation of authorities and education of the population;
Sheltering the population in protective structures. Arrangement of shelters. Evacuation of the population to civil protection structures;
Alerting and informing the population. The nationwide automated system of centralized warning of the population in wartime. Informing the population using the service of broadcasting messages of mobile operators;
Radiation and chemical protection. Organization of detection and assessment of the radiation and chemical situation in settlements in the event of the use of radioactive and chemical warfare agents.
MODULE II
Responding to emergencies under martial law:

Carrying out emergency rescue and other urgent work, extinguishing fires;
Conducting rescue and other emergency operations in areas of rocket/artillery fire;
Peculiarities of firefighting and the work of the SES of Ukraine in martial law;
Peculiarities of extinguishing fires in settlements and territories are subject to constant shelling;
Peculiarities of extinguishing fires at fuel and lubricant warehouses in war conditions;
Peculiarities of extinguishing fires at energy facilities in war conditions;
Mine action in Ukraine under martial law;
Analysis of the contamination of the territory of Ukraine with explosive hazards as a result of hostilities.


MODULE III
Psychological support under martial law:
Provision of emergency psychological assistance to the population affected by emergencies and psychological self-help in martial law;
Psychological support to the population and psychological counseling on crisis lines under martial law;
Psychological support for internally displaced persons under martial law.
